The Institution of Engineers, Malaysia (IEM), in collaboration with the International Tunnelling and Underground Space Association, proudly presents the Southern Asian Conference (SEACETUS) 2024 with the theme “Innovation and Sustainable Underground Space Development” from the 5th to the 7th of March 2024 at the Kuala Lumpur Convention Centre. This esteemed event aims to unite professionals and experts in the field to explore advancements and best practices in tunneling and underground space engineering.

On the 7th of March 2024, 20 delegates from IEM had the unique opportunity to delve deeper into the construction and operation of the Serendah tunnel. Situated in Serendah, Rawang, the tunnel spans 10 km and is managed by Section 8 CCC. The visit provided a hands-on experience for attendees to witness innovative techniques and sustainable practices employed in underground space development.

As participants explored the Serendah Tunnel, they were guided through various stages of tunnel construction, from excavation to lining and finishing. Experts and project engineers were on hand to elucidate the engineering principles, structural design considerations, and safety measures implemented to ensure the functionality and longevity of the tunnel.

Furthermore, the site visit facilitated interactive sessions where participants could engage with industry professionals, pose questions, and exchange ideas on best practices and emerging trends in tunneling and underground space engineering. This interactive learning environment fostered a deeper understanding of the challenges and opportunities in underground space development, inspiring collaboration and knowledge-sharing among participants.

4 – 5 March 2024

The Department of National Parks and Wildlife Conservation, Nepal (DNPWC), and the Ministry of Road and Transport Development, Mongolia (MRTD), recently sent a letter to WWF-Malaysia expressing their interest in visiting the sustainable and environmentally friendly infrastructure project site of the East Coast Rail Link (ECRL) project. The successful implementation of green infrastructure in projects such as the Genting-Gombak-Serendah for the ECRL project has attracted attention from delegations in Nepal and Mongolia. Together, we engaged in an experience-sharing session and technical site visit on March 4th and 5th.

The first day of the event involved a visit to the CCC-ECRL HQ office, where the guests were presented with insights about the ECRL project’s efforts to implement wildlife-friendly infrastructure. They learned about our strategies for managing wildlife and biodiversity, ensuring minimal disruption to the migration of wild animals and the fragmentation of habitats. A Q&A session provided an opportunity for in-depth discussion and clarification.

On the second day, the delegation visited Section 6, specifically the Wildlife Box Culvert located in the Kemasul Forest Reserve in Temerloh, Pahang. This site visit offered a firsthand look at the practical implementation of environmentally friendly infrastructure within the ECRL project.

We are committed to fostering collaboration and knowledge exchange in the realm of sustainable infrastructure development and conservation efforts, and we look forward to further opportunities for partnership and shared learning.

27 February 2024, Besut, Terengganu

Following the successful MESRA event in Kuantan on 22nd February, we are pleased to report on the equally successful MESRA Besut held on 27th February 2024 at CCC ECRL Section 2 Basecamp. This event brought together a gathering of 30 esteemed guests, including residents from the ECRL alignment area. We were honored by the presence of distinguished guests, YBrs. Tuan Haji Ahmad Nazwawi bin Harun, District Officer of Besut, Madam Grace Cheng, Corporate Director of CCCECRL, and Dato’ Sri Darwis Abdul Razak, Chief Executive Officer of Malaysia Rail Link Sdn. Bhd.

This MESRA event served as a platform for fostering community engagement and providing valuable insights into the ongoing project developments in Besut. The highlight of the event was a presentation delivered by Section 2 Project Manager, En. Mohd Azemi Abdullah, offering residents a deeper understanding of the current project status and its implications for the local community. A Q&A session facilitated interaction between residents, Village Heads, and government officials, ensuring clarity on the project’s impact and measures in place to minimize disruptions.

This event showcased our commitment to community engagement and transparency, emphasizing our dedication to addressing residents’ concerns and ensuring their well-being throughout the project. 24 February 2024, Kuantan

We are delighted to announce the successful conclusion of the QSHE Performance Achievement 2023 – Closing Event, which took place on 23rd February at the prestigious Sri Manja Hotel in Kuantan, Pahang. This event marked the culmination of a dedicated effort and commitment from all sections within ECRL project over the past four months, from September 2023 to December 2023.

23 February 2024, Kota SaS, Kuantan

Mesra ECRL Kuantan was held on 22nd February at the CCC-ECRL Kuantan management office on Kotasas Avenue. The event was honored by the presence of District Officer Kuantan, YH. Dato’ Hajah Aida Munira binti Abdul Rafar, Madam Grace Cheng – Corporate Director of CCC-ECRL, and Dato’ Sri Darwis Abdul Razak – Chief Executive Officer of Malaysia Rail Link Sdn. Bhd. The highlight of the event was a project update progress presentation by Section 6 Project Manager En. Mohd Nor Nahar bin Abdul Hadi. This presentation showcased the milestones and current progress of the project.

To ensure transparency and address concerns, a Q&A session was held, allowing local residents, Representatives of Village Heads, and Kuantan District Office Officers to interact with the project team. The session provided a platform for open dialogue and the opportunity to clarify any doubts regarding the project’s impact on daily life. The project team and government officials were dedicated to providing detailed explanations and reassurances about the measures in place to minimize disruptions and ensure the well-being of the community.

We are committed to keeping the community informed and engaged throughout the project, and events like Mesra Kuantan serve as a platform for open communication and collaboration. Thank you to all who participated and contributed to the success of this event.

CCC-ECRL extended an invitation to the media to visit Section 10 following the successful First Track Laying Ceremony on December 11, 2023. The media delegation was given an exclusive tour of the track laying base, guided by Mr. Wu Li Zhu, the General Manager of Section 10. The tour commenced with a visit to the Construction Railway Operation Control Centre (CROCC), Concrete Sleeper Production Workshop, and Rail Welding Workshop.

To enhance their understanding, Section 10 also played informative animation and actual videos, providing the media with a comprehensive overview of the track laying machine’s operations. This offered the media a clearer picture about the track laying process.

The media were given the unique opportunity to experience a short ride on the diesel locomotives along the temporary track. Section 10’s Deputy General Manager, Mr. Chen Jian, also enlightened the media about other essential machines utilized in the ballasting process. For examples included the DC-32 Ballasting Tamping Machine, WD-350 Stabilizing Machine, and SPZ-200 Ballast Regulator Machine.

In addition to witnessing the impressive track laying process, the media were granted access to explore the office facilities and accommodations. This allowed them to gain a deeper insight into the day-to-day operations and the overall project’s scope.

The media visit to Section 10 provided an invaluable opportunity to witness the progress of the CCC-ECRL project firsthand, highlighting the dedication and expertise involved in constructing this vital railway infrastructure.

Prime Minister Dato’ Seri Anwar Ibrahim has emphasized the importance of cooperation among all parties involved in the East Coast Railway Link (ECRL) project, including state governments, to ensure its timely completion. He said Malaysia is committed to and appreciates the strategic cooperation with China, especially in terms of investments and support for infrastructure development skills provided by its companies. This commitment was pledged during a meeting between Dato’ Seri Anwar Ibrahim, the Chinese Ambassador to Malaysia OuYang Yujing, and the China Communications Construction Company (CCCC) delegation led by our chairman Wang Tongzhou.

As the engineering, procurement, construction, and commissioning (EPCC) contractor for the ECRL project, CCCC shared their expertise and provided updates on the project during the meeting. Dato’ Seri Anwar Ibrahim also highlighted the importance of discussing the development ecosystem for mega projects, particularly those related to intra-city and inter-city transportation.
